In a mixing bowl, whisk together the egg, vegetable oil, cane sugar, rice flour (or cake flour), milk, and vanilla extract until smooth. Lightly grease a pan with oil and heat it over medium heat. Pour a small amount of batter into the pan, swirling to create a thin, even crepe. Cook until golden brown, then flip and cook the other side. Repeat until all the batter is used. Stack the crepes on a plate and set aside.

Place a mixing bowl in a larger bowl filled with ice water to keep it cold. Using an electric mixer, beat the heavy cream, cane sugar, and sour cream together until soft peaks form. Set aside.
