Directions
1. Step
Thinly slice the potatoes (2–3mm thick), rinse to remove excess starch, and place in a bowl with 30ml water. Microwave for 8 minutes at 700W, then let them cool. In a pan, melt the butter over medium heat. Add the flour and cook for about 1 minute, stirring constantly. Gradually add the milk and salt, stirring until the sauce thickens to a creamy consistency. Remove from heat.

Heat olive oil in a pan over medium heat. Add chopped onions and minced garlic, sauté until fragrant. Add the ground beef (or chicken) and cook until browned and the moisture has evaporated. Stir in chili powder, tomato pasta sauce, and chopped tomatoes. Pour in the water (or broth), cover, and simmer over low heat for about 30 minutes until the sauce thickens. Season with black pepper to taste.

Preheat the oven to 210°C (410°F). In a baking dish, spread a thin layer of cream sauce. Arrange an even layer of potatoes on top.
